工作目的
Under the leadership of the Project Delivery HSE Dept. Manager, work with IPMT to implement health &safety management in major projects and promote the projects to meet the requirements in safety, quality, schedule, cost and other aspects, especially for construction activities in CSPC operation site.
在重大項(xiàng)目交付HSE部經(jīng)理帶領(lǐng)下，與IPMT共同做好項(xiàng)目的健康安全管控，促成重大項(xiàng)目在安全、質(zhì)量、進(jìn)度、費(fèi)用等各方面目標(biāo)的實(shí)現(xiàn)，尤其是在生產(chǎn)廠區(qū)的施工作業(yè)活動(dòng)中。

工作職責(zé)
1. Assist the Sr HSE advisor (safety) and IPMT HSE Department to jointly develop/optimize safety procedures/ rules for project constructional in CSPC operation site, monitor and direct its training, cascading and implementation.
2. Participate in the relevant health and safety audit of PC detail design stage, and raise compliance and optimization suggestions.
3. Take lead to establish HSE communication mechanism with all stockholders during Polycarbonate project construction within CSPC operation site.
4. Responsible for reviewing and tracking HSE reports related to Polycarbonate project from MF unit/depart., and regular project HSE reports related to operation site from IPMT.
5. Monitor and direct the PC IPMT HSE team on HSE requirement cascading to contractor, onsite implementation of HSE control in red-zone construction activities, and supervise the rectification and implementation of major HSE issues;
6. Review / participate in the investigation of HSE incident ( includes high potential risk near misses) during construction in red zone, follow up implementation of relevant actions;
7. Support and participate in the preparation and finalizing of the handover procedure for HSE facilities in the production area, and monitor the implementation with the support of professional engineers;
8. Coordinate the major project ORCSU and IPMT project team to complete the transfer of HSE management and related area hand over during CSU;
9. Keep close communication with MFHS department and operation units, Support the implementation of MFHS campaigns and related requirements during PC project execution, support IPMT project team to close the project punch item and implement the rectification or track progress after PC project MC,;
10. Assist CNPHSE Sr Environmental engineers in the project implementation stage to supervise the environmental compliance during project execution, complete the verification of the implementation of EIA action items.

1. 協(xié)助部門高級(jí)HSE工程師及IPMTHSE部門制定完善生產(chǎn)廠區(qū)項(xiàng)目施工HSE制度的制定完善，并監(jiān)督指導(dǎo)IPMT 對(duì)相關(guān)制度的宣貫傳達(dá)與落實(shí);
2. 參與聚碳詳細(xì)設(shè)計(jì)階段的相關(guān)健康安全審核，并提出合規(guī)和優(yōu)化建議;
3. 主導(dǎo)建立重大項(xiàng)目在CSPC生產(chǎn)廠區(qū)施工中與各相關(guān)方的HSE溝通機(jī)制；
4. 負(fù)責(zé)審核、跟蹤來自各生產(chǎn)裝置關(guān)于重大項(xiàng)目的 HSE報(bào)告，及IPMT遞交的項(xiàng)目紅區(qū)HSE相關(guān)的定期周報(bào)；
5. 監(jiān)督指導(dǎo)聚碳項(xiàng)目HSE部門對(duì)紅區(qū)施工承包商健康、安全管理要求的傳達(dá)、現(xiàn)場(chǎng)施工的HSE管控責(zé)任的落實(shí)，并監(jiān)督重大HSE問題的整改落實(shí)；
6. 審核、參與生產(chǎn)廠區(qū)施工相關(guān)HSE事件（含可記錄事故及潛在高風(fēng)險(xiǎn)未遂事故）的調(diào)查，跟蹤相關(guān)措施的落實(shí);
7. 支持、參與生產(chǎn)廠區(qū)施工涉及的HSE設(shè)施移交程序文件的制定與發(fā)布，并在專業(yè)工程師的支持下監(jiān)督執(zhí)行;
8. 協(xié)調(diào)重大項(xiàng)目ORCSU團(tuán)隊(duì)和IPMT項(xiàng)目組完成重大項(xiàng)目在生產(chǎn)廠區(qū)預(yù)試車、試車過程中過渡階段的HSE管理及移交；
9. 保持與生產(chǎn)部HSE主管部門及各生產(chǎn)裝置的密切溝通，支持其HSE活動(dòng)及相關(guān)要求的在重大項(xiàng)目施工中的落實(shí), 支持中交后項(xiàng)目團(tuán)隊(duì)在生產(chǎn)裝置內(nèi)項(xiàng)目尾項(xiàng)關(guān)閉工作，跟蹤相關(guān)問題的整改和落實(shí);
10. 在項(xiàng)目實(shí)施階段協(xié)助本部門高級(jí)環(huán)保工程師監(jiān)督項(xiàng)目實(shí)施過程中的環(huán)保遵守情況及完成環(huán)境影響評(píng)價(jià)行動(dòng)項(xiàng)落實(shí)的核實(shí)；
11. 直線經(jīng)理交辦的其他工作。
