Duties and Responsibilities:
Recruitment and Talent Management
- Work with hiring managers to advise on recruitment strategies and the
development of recruitment materials, e.g., advertisements and candidate briefs.
- Provide input into medium- and long-term staffing plans; prepare and present HR management reports for senior leadership and EiM.
- Develop clearly defined recruitment and selection processes, including
document checks, market benchmarking and contract management. Provide advice on talent management strategies, particularly in relation to the internal development and mobility of Dehong staff.
Induction and Professional Learning
- Develop the pre-employment/induction materials and orientation programme for all new staff members, including an introduction to Shanghai for expatriate staff members; annually review and improve the induction process, seeking
feedback from staff.
- Manage the Employment Visa and Foreign Resident’s Certificate process.
- In conjunction with the School leadership, lead the professional learning for staff in HR matters.
- Provide advice on talent management strategies, particularly in relation to the internal development and mobility of Dehong staff.
HR Policy and Administration
- Have oversight of the records management of all staff (i.e., recruitment, hiring, registration, review, leave and promotions) and performance management for the HR Department staff.
- Develop and regularly review the Admin Staff Handbooks and other materials to ensure compliance with Chinese employment law and company objectives.
- Train HR staff members on HR systems and tools used within the group.
- Provide accurate and timely reporting on HR metrics.
- Prepare for and successfully pass the annual EiM HQ Quality Assurance; develop HR action plans.
Remuneration and Benefits
- Develop a remuneration model and policies adhering to EiM guidelines and consistent with China legislation and market practices, including policy and practices relating to the payment of income tax for expatriates and Chinese nationals.
- Manage staff payroll and benefits, ensuring accurate and timely payment to all staff.
- Develop remuneration models and policies that position Dehong competitively in the market place and ensure position relationships.
- Provide advice on pay scales and the accurate positioning of staff on the salary scales.
- Stay up to date with market compensation levels and benefits for academic,
professional services and administration roles, providing advice to the Director of Business Administration.
- Ascertain and implement procedures for expatriate housing including the housing review and liaison with local agents.
Employee Relations
- Provide advice and coaching to the College’s leadership on a variety of issues including, but not limited to, employee engagement, organizational
development, employee retention, disciplinary issues, harassment and grievance procedures.
- Oversee the exit interviews procedure.
Performance Management
- In conjunction with Department Directors, prepare annual performance reviews, including salary review.
General Duties
- Advise on best practices and manage all HR related aspects.
- Lead and support the development, implementation and maintenance of local and group-wide HR projects.
- Ensure that the School’s Philosophy and Objectives statement is widely published and understood within the department.
Safeguarding
- Ensure strict adherence to the Safeguarding Framework and Safeguarding Policy, especially in regard to safer recruitment.
- Maintain an up-to-date and complete register of the required background
checks for all staff and regular volunteers; inform the Principal of any gaps in this record.
- Generally maintain a high level of vigilance concerning safeguarding and child protection issues throughout the School; immediately report any concerns
through the correct channels.
- Prepare for and successfully pass the EiM Safer Recruitment audit; develop HR action plans.
Requirement:
- Five or more years of general HR supervisory experience, with at least one year leading a team.
- Excellent communication and relationship building skills.
- Initiative and the ability to pre-empt issues and challenges.
- Knowledge of the School’s guiding statements and the ability to provide regular feedback on their ongoing relevance to the operation of the school.
- Fluency in both Chinese and English with excellent oral and written communication skills.
- Strong interpersonal and client service skills.
- A good sense of judgment and balanced decision making.
- Strong knowledge and familiarity with Excel and other Microsoft Office systems.
- Excellent organizational skills.
- A strong commitment to being a team player with the drive, energy and passion to develop DEXA into an inspiring and forward-looking school.
- The ability to perform effectively and with integrity under pressure.
- Experience in developing HR processes and practices, including policy development.
- The ability to provide HR advice and coaching to line managers and staff.
- Current knowledge and demonstrated experience in applying Chinese employment laws.
- Experience of working within a medium-sized organisation with a multi-cultural workforce.
- Strong analytical skills, with a high degree of accuracy and attention to detail.
- The ability to multi-task as well as meet short deadlines in a demanding environment.
